This Seth quote contains several very important ideas.
Firstly, since all lifetimes and all variations of these lifetimes (past and future) are all being lived at once in a "spacious present", therefore there is no such thing as 3D linear time-based cause and effect between lifetimes. Rather, the interactions between lifetimes is more like waves of energy and intent playing exuberantly across the "spacious present".
Secondly, the importance of free will in the exploration of possibilities and expansion of All That Is. As Rita says, our physical perception of constantly flowing 3D time slices creates an over-focusing on the present and, since we pretend not to see the future, we create worry and fear of potential outcomes. We have such a small window of perception - what we can see, feel, etc. occurring at a single moment of time - that it is no wonder that our rational mind is wired to worry and to make judgements which really would not be justified if we saw all of eternity and the infinity of possibilities and the interplay of these possibilities. Lazaris points out that our "absolute judgements" of good and bad should more rightly be expressed as preferences based upon our values since we are not in a position to make absolute black and white (good and bad) judgments. Since All That Is is conscious energy, then all possibilities (even the most dire) exist in potential ... but we chose where we shine our flashlight of awareness.
Finally, the last sentence here makes the point that our thoughts, feelings, desires, intents etc. awaken latent characteristics buried in our DNA. The Kryon material represents the DNA as a 12 dimensional molecule, with our Akashic Record as part of it. This Akashic Record contains the "latent characteristics" of our past, present, future and probable lives. Hence this interplay of the moment with other lifetimes is built right into our DNA.
